MySQL fails to connect

Ok so now I've got a new issue. Under Configuring the MySQL Database Server, when I run the command: mysql -u root -pd1ngd0ng

I get the following error:

To test the MySQL database server and authentications open a CMD window with Administrator access and type d:\activators\db_tools\test_mysql-php7.php
